Addiction, Diversion, Disruption, Enforcement and Recovery
Programme ADDER (Addiction, Diversion, Disruption, Enforcement and Recovery), now in its second year, is an innovative and targeted programme aiming to reduce drug-related offending, drug deaths and prevalence of drug use.
Programme ADDER takes a whole-system approach between enforcement, treatment and local authority partners through:
- Enhanced co-ordinated law enforcement activity targeting drug dealers and users
- Increased use of diversionary interventions to use the criminal justice system to divert users away from offending
- Enhanced treatment and recovery service provision
- Reduce Non-Fatal Overdoes and Drug Related Deaths
As the lead provider in delivering ADDER for Liverpool City Council, With You has been working with key partners across Liverpool’s health and social care infrastructure to ensure that people are offered a health-based approach to tackling their drug use, diverting them away from the criminal justice system. The achievements detailed below have been successful due to the whole system approach from partners and strong relationship management across enforcement, treatment and key stakeholders.
Partnership working has also provided 18 sex workers with the opportunity to attend community prescribing treatment services, through delivering a community prescribing and support HUB in their community. Phase two of this work is the delivery of a Trauma Informed offer – based on individual needs. The preparatory stage was key in the success of Buvidal being used effectively. Service users are feeding back positive experiences regarding now feeling healthier and motivated for a drug–free lifestyle. High number of Out Of Court Disposals with a 56% transition into Tier 3 specialist treatment services.
The ADDER programme will continue to deliver on its core objectives and build on the great work and achievements that it has provided across the city. ADDER will also look to be part of a wider Combatting Drug Partnership work as we move into year three of the programme.
Key statistics on some ADDER achievements:
Achieved a 10.5% increase in people actively receiving treatment.
Introduced a peer-to-peer Naloxone group, to reduce drug harm and drug related deaths in the city, and as such, distributed 83 naloxone kits through our Team LOVE peer-to-peer volunteers.
Introduced a Buvidal peer to peer support group, which prescribed Buvidal to 46 clients, with 79% reporting no on-top opiate use.
Engaged 58% of prison releases into treatment since January-22 (national average, 37.4%).
Engaged 102 young people (YP) through the Re-Frame diversionary scheme.
